Digital transformation in peruvian public management: a systematic review on the implementation of e-government (2010-2024)

Abstract

The systematic review investigated the implementation of e-Government in the Peruvian public administration during the period 2010-2024. A search was conducted in Scopus, ProQuest, and SciELO, obtaining 3900 references, of which 60 were selected after applying eligibility criteria. Methodological quality was assessed using Joanna Briggs Institute (JBI) tools. Quantitative and qualitative studies were included that addressed advances, challenges, and key factors in government digitization from technological, organizational, legal, and social perspectives. It was concluded that there was progress in fiscal efficiency and cost reduction thanks to electronic invoicing, but challenges such as the digital divide, interoperability, and legal barriers persisted. Lessons learned from successful cases highlighted the importance of compatibility and perceived advantages of technologies. The study contributed to the debate on state modernization, highlighting achievements and challenges in the digital transformation of Peruvian public management
