Systematic analysis of performance management in public entities: Tools for human resources offices

Abstract
public institutions, from the general to the specific. The analysis began by assessing performance management in private entities, and then moved on to assessing state entities. The importance of the intervention of public entities' human potential management offices, as a management area, to evaluate, direct, and control personnel, was considered and analyzed. Various theories regarding the importance of performance management for the purpose of modernizing and strengthening employee performance and output were analyzed. Likewise, the problems faced by personnel, which impact performance management and prevent the execution of the plans and goals set by the entities, which are included in their duly approved institutional and management plans, were analyzed. The study aimed to review the impact of Performance Management in state entities and the functions performed by Personnel Offices through a systematic literature review. The PRISMA method was used, which provided vital guidelines for developing and conducting systematic reviews. This perspective highlights the implementation of an established review protocol, which served as a structural framework for the study. The study results identified and determined the predominant role and function of Personnel Management Areas in evaluating the performance of human potential, in order to achieve the institutional goals and objectives proposed within the entities. It is concluded that the role of the Human Potential Management Areas of state entities in performance evaluation plays a vital role in achieving the established objectives and meeting the proposed goals, in the application of monitoring, evaluation, training, control, and recognition of human potential.
